UDC Contract Placement Defined

UDC county-jail contracting is a placement system, not one building open to the public. Utah houses part of its state-prison population in county jails under contract. The person may sleep at a county address while serving a state sentence under UDC authority. That legal distinction controls where a later parole, release, discharge, or record appears.

Beaver County Correctional Facility has an especially important contract role. The Sheriff's corrections page says it holds people awaiting UDC transfer and prisoners held under agreements with other agencies. UDC's 2025 Jail Programs booklet reports 379 total BCCF beds, 365 contracted beds, and 355 available for UDC prisoners, plus male contract placement and 85 inmate work assignments. Those are capacity facts, not a current count.

A location-only search is therefore weak. Ask for the person's booking number, UDC number, sentencing court, legal status, and receiving agency. Those identifiers show whether the stay belongs to a county case, a state sentence, or a transition between the two.

Contract Release Versus Transfer

A county movement record can establish that Beaver custody or placement ended. It cannot by itself prove that a state sentence ended. If a person moves from BCCF to USCF or CUCF, custody continues. If UDC takes the person to USCF for parole processing, the actual state release follows UDC and Board rules. If legal status changes to parolee, prison confinement ended but supervision continues.

Confirm a Contract Release

Begin with the county record if the last known site was BCCF. Then move to the state record. This order preserves both sides of the handoff and keeps a gap in one web display from becoming an unsupported conclusion.

1. Call Beaver Corrections at 435-438-6497 and ask whether the person was released to the community or sent to a named receiving agency.
2. Request the county custody-event or movement log with date, time, type, authority, and destination.
3. Search the UDC Offender Search by UDC number or name. Compare identifiers and read legal status.
4. Search the Board's hearing and decision record for a parole date, expiration, termination, rescission, or later review.
5. Use state VINE to confirm the reported change, then request UDC's actual custody movement when a durable record is needed.

A “Parole/Expiration Date” needs context. It may be a future milestone, and a Board date may be delayed by unmet conditions or rescinded before release. Actual departure should be backed by changed legal status, VINE, or a UDC movement entry.

USCF Contract Release Processing

UDC's release-day guidance states that paroles and releases are processed on Tuesdays and most occur at Utah State Correctional Facility. People housed in county jails are directed to the USCF release building at 10 a.m. Almost all state prisoners housed in county jails are processed there, with rare exceptions communicated to the affected family.

This state route is one reason a family should not wait at BCCF based only on physical placement. Confirm the person's legal custodian and the instructions supplied for that release. The USCF process can include transport to a nearby TRAX station for a person without a ride. Beaver County publishes no equivalent shuttle or final-release transport plan for its ordinary detainees.

Placement

The site where a prisoner is housed while another authority may control the sentence.

Legal custodian

The agency responsible for the custody or sentence record.

Parole

Release from prison into state supervision, not the end of sentence.

Discharge

The legal end of the sentence or supervision at issue.

Note: UDC's Tuesday process applies to state prisoners, not every person held at a contracting county jail.

Contract Placement Record Requests

Two custodians may hold two needed records. Beaver Sheriff's Records can provide the local booking and movement. UDC can provide the state legal-status history, prison movement, release, parole, expiration, and termination material. Ask each office for its own record instead of asking one to certify the other's action.

Beaver accepts an online GRAMA form. UDC routes requests from its Media and Public Information page. Give a narrow date range and request electronic delivery plus a fee estimate. Neither agency must create a new analysis, and protected portions may be redacted.

Contract Placement Contacts

BCCF is the documented Beaver County site and local records route. UDC is the authority for the state sentence. Call the correct office after identifying which movement needs proof.

No public statewide page is a complete archive of every discharged person. If the former prisoner is absent from current UDC search, request the state custody release and termination record. An absence is a reason to use the records channel, not proof that the state sentence ended on a guessed date.

The court case remains useful for the legal sequence. It can show the sentence and later orders, while the Board record shows state release decisions. Neither supplies the same fact as the jail door movement. Preserve the local, state, and court records as separate parts of one timeline, especially when the person moved between Beaver, another county placement, CUCF, and USCF.

A clear timeline should name each agency, date, and event. That small step prevents one site's departure from being labeled as the final state release.

Contract VINE and Board Records

State VINE follows the UDC side of a contract placement. Its reported events can include movement to a county jail, movement between UDC prison sites, a parole date in advance, release, and movement to a community correctional center. Beaver's local VINE layer follows the participating county jail. The reporting agency on the matched record shows which side supplied the event.

Registering for both relevant layers can help bridge the handoff, but no alert replaces either agency's retained record. A county notice may mark departure from BCCF. A later state notice may mark UDC parole. Keep both dates and avoid describing the first as final release when the receiving agency was UDC.

The Board search supplies the decision framework. Search by offender number or by first and last name, and review later actions as well as the original result. A rescission may remove an earlier date. A termination record may come well after parole. The latest decision plus UDC movement supplies the most reliable state account.

Contract Sentence Date Limits

A prisoner serving a UDC sentence in a county jail remains subject to Utah's state sentence rules. County good-time assumptions should not be substituted. Utah uses indeterminate minimum-to-maximum terms, and the Board makes case-specific release decisions under the governing law.

Earned-time credit may affect an established Board date when the person completes qualifying case-action-plan programs and meets the statutory conditions. It does not create a public county-jail calculator. Nor did the research verify a blanket 85-percent rule for Utah prisoners. Ask for the Board decision and UDC date record.

One practical request can preserve the chain: ask Beaver for the departure and receiving agency, ask UDC for the placement and custody movement, and obtain the Board order that authorized parole or termination. The court sentence supplies the starting authority. Together, those sources distinguish a move within confinement from release to supervision and later discharge.

Use both the local booking number and UDC number when they exist. A name alone can merge separate stays or identify the wrong person.
